About Cindy Curran

I am a specialist training package technical writer supporting national training product development and review projects across the vocational education and training sector, with more than 20 years’ experience. Through VET Solutions & Compliance, I support organisations in designing and developing clear, industry-relevant training products aligned with the Training Package Organising Framework (TPOF) and national regulatory requirements.

My work focuses on translating industry skills and workforce needs into practical training products that support quality training delivery and assessment. This includes drafting and revising units of competency, preparing qualification documentation, developing Companion Volume Implementation Guides (CVIGs), and supporting consultation and Technical Committee processes during training product development projects.

I have recently supported multiple national training package review projects with BuildSkills Australia across the construction, property and infrastructure sectors. This work included occupational analysis, drafting units of competency, preparing qualification documentation and developing CVIGs. During these projects, I supported stakeholder consultation processes and assisted project managers to prepare documentation that informed Technical Committee deliberations and defensible decision-making, supporting the development of training products aligned with the Training Package Organising Framework and the current and emerging skills needs of industry.

In addition to training product development, I have extensive experience in assessment design, compliance review, and learning design. I have worked with universities, TAFEs, Registered Training Organisations and government agencies to develop compliant assessment tools, strengthen governance frameworks and design digital learning solutions that translate training package requirements into effective learning and eLearning resources.

Over the course of my career, I have worked across universities, TAFEs, Registered Training Organisations and government agencies in roles including technical writer, instructional designer, project manager and compliance specialist. My work has involved translating industry and regulatory requirements into practical training products that support effective learning, assessment and workforce development.
